Erosion Control & Dust Control — Phoenix Metro
Jenterra is based in Scottsdale and works Phoenix Metro daily — installing SWPPP-aligned erosion and sediment control, plant-based dust suppression, and slope stabilization on residential subdivisions, commercial pads, and infrastructure corridors across Maricopa County under Rule 310 dust control requirements and the statewide AZPDES Construction General Permit.
Caliche, desert pavement, and expansive clay
Most of the Valley floor sits on some combination of caliche — a cemented calcium carbonate hardpan that can run inches to feet thick — and desert pavement, the compacted gravel veneer that forms over centuries of wind and sheet-flow sorting. Strip that pavement during grading and you expose loose, erodible fines underneath with almost nothing holding them down until vegetation or a stabilizer takes over. On the east and northeast side of the Valley, especially around Scottsdale, Fountain Hills, and parts of Mesa, expansive clay pockets show up in the subsurface too, which changes how slopes move when they get wet and then dry out fast.
That combination is why bare, freshly-graded ground in the Valley generates dust and sediment almost immediately, and it's also why once a slope or pad is properly stabilized with the right blanket, geocell, or chemical binder, it tends to hold — there's little organic topsoil to wash away once the surface crust is reestablished.
Monsoon season drives the erosion-control calendar
Phoenix Metro doesn't erode gradually the way wetter climates do. From roughly mid-June through September, the region gets short, intense monsoon cells that can drop half an inch to over an inch of rain in well under an hour, with flow concentrating fast in washes, retention basins, and street rights-of-way. A perimeter control that looked adequate on a calm spring afternoon can be overtopped the same day a storm cell parks over the site.
We size and stake BMPs — silt fence, wattles, check dams, inlet protection — for that flashiness rather than for steady rainfall, and for sites under a maintenance agreement we walk the perimeter ahead of forecast storms and clean out sediment before capacity is lost, not after a failure is already visible from the street.
Outside monsoon season, wind-driven dust is the bigger day-to-day issue, particularly on large-acreage subdivision and solar sites where hundreds of graded acres sit exposed between phases.
Maricopa County Rule 310 and local dust permitting
Maricopa County Air Quality Department's Rule 310 governs fugitive dust from earthmoving, and most cities in the Valley — Phoenix, Scottsdale, Mesa, Chandler, Gilbert, Tempe, Peoria, Surprise, Goodyear, and Queen Creek among them — require a dust control permit before grading begins, along with an on-site dust control plan and a trained crew member responsible for compliance. Inspectors can and do issue notices of violation for visible dust leaving a site boundary, and repeat violations escalate quickly.
We build dust control plans around plant-based suppressants and mechanical controls that satisfy Rule 310's requirements without leaving a chemical residue that complicates final landscaping or revegetation, and we track application intervals so coverage doesn't lapse mid-project.
The work we actually do around the Valley
The bulk of our Phoenix Metro workload is subdivision and commercial-pad erosion and sediment control — perimeter silt fence and wattles, inlet protection at every curb and area inlet, stabilized construction entrances, and channel protection in the washes that cut through master-planned communities in the East and West Valley. We also handle basin and slope stabilization on flood-control and retention infrastructure, permeable surfacing for parking and drainage-forward sites, and revegetation and hydroseeding once a site reaches final grade.
Solar and utility-scale sites across the West Valley and Pinal County border areas are a growing share of our dust control and BMP maintenance work, simply because the exposed acreage and project duration make ongoing maintenance — not just initial installation — the real scope.
